FRACCA has received a two-year, $1.675-million grant aimed at significantly reducing the effects of diesel emissions from off-road construction equipment. Funding is through the U.S. EPA’s Region IV office as part of the agency’s National Clean Diesel Assistance Program. Companies from small to large—including HVAC, plumbing, electrical, general contracting and others—will benefit.

FRACCA has assembled a coalition of construction-related associations and a group of business partners for the project, targeting off-road diesel-powered construction equipment in Florida, Alabama and Georgia: backhoes, wheel loaders, dozers, excavators, compactors, material handlers, skid steers, concrete pumps and various diesel generators/power units. The Southeast Construction Associations Coalition for Clean Diesel will provide funding and educational support for equipment upgrades and cleaner operations.

Grant will provide 100% funding for installation of DOCs
75% for replacement of old diesel engines
25% for equipment replacement

Funding and Technical Assistance
Construction equipment can be cleaned up through diesel engine retrofits, use of cleaner fuels, and idle reduction policies. Some project examples include:

  • Replacing non-road diesel fuel, which has a high sulfur content, with ultra-low sulfur diesel (ULSD), biodiesel or low-sulfur diesel.
  • Retrofitting equipment with emission-control devices to reduce diesel exhaust.
  • Installing idle-reduction technology for trucks and equipment, as well as implementing idling reduction policies for drivers and equipment operators.
  • Scrapping and replacement of retired diesel equipment, instead of auctioning off for re-use.

Your equipment can be among the more than 200 pieces of equipment expected to be upgraded or replaced through the project’s cost-sharing plan using any of a number of options. A competitive selection process is being developed, including a series of priorities for selection, that will determine where the money goes.

The project focuses on equipment known to produce high levels of pollutants, older equipment (Tier 0-2) and equipment that exposes its operators to highest levels of emissions, such as those with open cabs or those used in trenching. Geographically, it targets areas with high population density and/or poor air quality, and areas with a disproportionate amount of air pollution from diesel fleets.

Education is a key element of the initiative. More than 300 individuals from coalition member companies are expected to participate in 16 workshops and three EPA focus groups offered throughout the project area. Flint Equipment Company, Nortrax Equipment and Ditch Witch of Central Florida are providing instructors, equipment and training materials.
