FRACCA Announces Round Two Clean Diesel Rebate Program Recipients

The Florida Refrigeration and Air Conditioning Contractors Association (FRACCA) announces the names of five companies selected as recipients of round two funds through its Clean Diesel Rebate program. Funding for the rebates is made possible through the U.S. Environmental Protection Agency’s Region IV office under the agency’s National Clean Diesel Assistance Program. FRACCA received a two‐year, $1.675‐million grant aimed at reducing the effects of diesel emissions from off‐road construction equipment in Florida, Alabama and Georgia.

Requests came in for the repower/replacement of 18 pieces of off‐road diesel powered construction equipment. The total amount requested for rebates was more than $1‐million, exceeding the funds available for rebates in the second round of this program, which is approximately $225,000. Applications went to a Scoring/Review Committee, which considered a range of factors, including the impact of diesel engine emissions and implementation of Idle Reduction Policies. Based on all scoring criteria the rebate recipients are as follows:

  • Florida Recipients: Hardee County, Wauchula, FL, Woodruff & Sons, Inc., Bradenton, FL
  • Georgia Recipients: C&S Forestry, LLC, Whigham, GA, Foster Logging, Inc., Glennville, GA, Wood Warrior Logging, Meigs, GA

According to the EPA, off‐road diesel engines contribute significantly to the levels of particulate matter (PM) and nitrogen oxides (NOx) in the air. Although new construction equipment must meet clean‐air standards, such equipment typically remains in use for 20 to 40 years. Emissions from older vehicles can be reduced by using cleaner fuels, reducing unnecessary engine idling, upgrading engines, installing retrofit devices and, when appropriate, replacing vehicles.


This program targets older (Tier 0-2) equipment and reducing the effects of diesel emissions in Florida, Alabama and Georgia. Funding is through the U.S. Environmental Protection Agency’s Region IV office as part of the agency’s National Clean Diesel Assistance Program. Companies from small to large - including HVAC, plumbing, electrical, general contracting, forestry and others - will benefit.

Rebate program will provide 100% funding for installation of DOCs
75% for replacement of old diesel engines
25% for equipment replacement

The Partnership
FRACCA has assembled a coalition of construction-related associations and a group of business partners for the project - Southeast Construction Associations Coalition for Clean Diesel. This group represents an innovative, broad-based collaboration among multiple construction trade associations with support from the Florida Green Building Coalition and state/local environmental offices. Because coalition members represent such diverse industries, the project will impact a wide range of equipment for emissions reduction.

About the Program
Members of coalition associations will be offered multiple options, including diesel oxidation catalysts (DOCs)/retrofits, engine repowers and equipment replacement where necessary. All work must use EPA-verified technology. Assistance will be provided through a competitive process on a first-come, first-served basis and will be tied to a set of priorities outlined in the application process. The project focuses on equipment known to produce high levels of pollutants, older equipment (Tier 0-2) and equipment that exposes its operators to highest levels of emissions, such as those with open cabs or those used in trenching. Geographically, it targets areas with high population density and/or poor air quality, and areas with a disproportionate amount of air pollution from diesel fleets.

A key element of the initiative is education. Diesel Emission Reduction workshops and on-site idle reduction trainings are being conducted throughout the project area. Content for the classes has been developed by members of the coalition and approved for continuing education units (CEUs) in multiple industries.
